Preview Links Ads not Redirecting

Hey All, the Preview tool in Taboola shows our ads but doesn't redirect to our site. We get a 406 error. Ads net to it from Elle, etc seem to work fine. Is this the correct behavior? I ask bc we've had significant issues with our ads performing; clicks are 90% higher than what we're seeing in GA. And advice would be welcome here.
