Trouble Connecting The Optimizer API

I have a network/agency account with a bunch of sub accounts under.
Received "com.taboola.backstage.exceptions.BackstageAPIConnectivityException: Failed to perform API call with response code [502], might be due to internet connectivity issues"
Lots of 502 responses at around 2020-02-20 05:16:18.006 PST
Hour of Day Reporting API
I am trying to get hourly data, and the API only responds with hour 0. Is there a special parameter I need to pass in order to get the entire day of hourly?

Forbidden error when accessing a campaign with existing ID
When obtaining a campaign list or specific campaign ID, I get zero responses, or a forbidden error:
Is it possible to request settings for all campaign items in an account?
I'm looking to download settings for all campaign items, and it seems like the only documented way is to iterate through each campaign and download item settings. This means we'd need an HTTP request per campaign. Do you happen to know if there's an endpoint for getting ALL campaign item settings, at the account level?
