Bulk update A campaign's sites Bid

Hi how can i update A campaign's inside of sites bulk bid value?
I mean if i submit a bid amount it should be effect all A campaign inside sites bid

Was an update made to the publisher API? My script all of a sudden stopped working and the only error code I got was api action forbidden.
I didn't see any announcement regarding this change.

How can I know if campaign is in 'Scaling' phase

Using {account_id}/reports/campaign-summary/dimensions/campaign_breakdown endpoint we can't find 'Scaling' value in campaign_learning_state field
Instead it shows EMPTY_DISPLAY value
Please clarify if there are any options how we could know if campaign is in scaling phase or not

Authentication for API development requirements

I am starting development of a daily backend service to run the campaign summaries api. I'm having a little trouble following the 4 authentication types and use cases. It sounds like the Client Authentication flow is what is preferred, but it only generates a 12 hour token for us meaning we would have to grab a new token everytime the application runs.
