How Can I duplicate campaigns to other countries at different bid?

lets say I have 2 campaigns, camp1 + camp2

Max placement for decimal numbers to be supported for CPC

We want to know the decimal number allowance to send via API for CPC BID budget, as we are not able to find this information on the API Documentation.
What happens if we send a value like for example : 0.001015

Can't block publishers on some campaigns

I'm trying to block some publisher on a campaign, but even though the API call is successful, the publishers are still not blocked.

Endpoint for retrieving campaigns

This is what I'm seeing and I wanted to understand if I'm using the best endpoint for this. We want to pull the campaign data and ad cost from yesterday so I can push the data cost to Wicked Reports.
