Minimum CPC

When updating the campaign-level CPC, a site-level bid might fall below the allowed minimum.
Effective from July 8, 2020, the system compares each site-level bid to the allowed minimum and use the higher of the 2.
This is the bid amount that will be used in auctions, and the value that will be charged for a click.
