Change bids/edit paused campaigns

HI,

we are in a discussion with a third party vendor for API optimization. Currently via their system when day parting is active (or campaigns are paused) on a campaign we are not able to make any edits to campaigns, for example we cannot block publishers or change bids. Is this a limitation of Taboola API or of the third party.

If you can clarify that would be great
