Are there useful changelogs anywhere?

I don't see changelogs anywhere for the latest v3 versions (nothing after 3.8). Also, all of the v4 changelogs seem to just say "Bug fixes". That doesn't help developers decide whether they should update or determine what was fixed. I'm looking to see if a hang we're experiencing has been fixed in a later version, and these notes are not helping me determine that:
